1. Additional Outcome Measures Changes for the 2017-18, 2018-19, and 2019-20 Data Collections Have Been Approved

See the Federal Register posting [Federal Register Volume 82, Number 11, Pages 5547-5548] on the Office of Management and Budget (OMB) for clearance for the 2017-18, 2018-19, and 2019-20 IPEDS data collections. Detail on the proposed changes can be found in the Supporting Statement Part A posted on the www.regulations.gov website. More details and instructions will be provided in coming months as the Survey Materials for 2017-18 are developed.

2. OMB requests comments on the proposals that it has received from the Federal Interagency Working Group for Research on Race and Ethnicity (Working Group) for revisions to OMB’s Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity.

Please note that a second Federal Register Notice (FRN) was published this month by the U.S. Office of Management and Budget’s (OMB) Federal Interagency Working Group for Research on Race and Ethnicity (Working Group). This FRN updates the public on the current review of the 1997 Standards for Collecting, Maintaining, and Presenting Federal Data on Race and Ethnicity. The FRN has a 60-day comment period, closing at 11:59pm on April 30, 2017.

If approved, the proposed changes would affect the race and ethnicity categories submitted to the federal government by postsecondary institutions.

Beginning in 2014, researchers from the National Center for Education Statistics and other Federal statistical agencies have been collaborating through the Working Group. Under the guidance of OMB, which maintains the standards for Federal data on race and ethnicity, the researchers have been examining the current race and ethnicity standards and exploring various options for improving the Federal statistics collected on them.

Working Group colleagues are analyzing several key topics; these are described in the FRN. We encourage you to review the FRN to understand what is being examined and to provide comments on the proposals.

** Please visit the White House’s Related OMB Material site, where you can find information about the FRN, the Working Group’s Interim Report, and additional materials. NCES has also published a blog that details the proposed changes.

** To provide official comments on the Federal Register Notice, please follow the instructions on regulations.gov.

If you have any questions about the FRN, the Interim Report, or the related materials, please contact Dr. Jennifer Park (Senior Advisor to the U.S. Chief Statistician, U.S. Office of Management and Budget) at Race-Ethnicity@omb.eop.gov.
